Regarding the current state of excessive solar power on the grid, many wind power projects are also facing difficulties. On February 23, the leaders of Bac Lieu province conducted factual surveys and listened to the difficulties of wind power enterprises investing in the province.
According to the Department of Industry and Trade at Bac Lieu province, the province is currently having many wind power projects that are being built and approved for investment. In particular, the wind power projects of Dong Hai 1, Hoa Binh 1, Hoa Binh 5, Hoa Binh 1 phase 2, Hoa Binh 1 phase 3… of the Investors like: Northern Group, Kosy Group, Hacom… are being under construction.

Mr. Dao Hai Linh, the Vice Director of Phuong Anh Construction Investment and Commercial Co., Ltd. and investor of 3 Hoa Binh 1 wind power projects (2 phases) and Hoa Binh 2 Wind Power Plant stated the situation: “Beside the difficulty in clearing the premises, the enterprises are also facing the possibility of late schedule for getting connected to 110KV lines”.

For inland wind power projects, the biggest difficulty is the transportation of “super-long and super-heavy” equipment for construction. Mr. Tran Uy Dung, Director of the Department of Transport of Bac Lieu province acknowledged: “Currently the coastal roads in Bac Lieu can only withstand the maximum load of 16 tons, the maximum crane of 25 tons. That means it can not bear the transportation of super-long and super-heavy equipment up to 160 tons”. Kosy Group, Hacom petitioned to be transported by sea, then gathered the equipment at Nha Mat door, Bac Lieu city, or asked to be transported from sea to mainland.

Without timely solving the problems of equipment transportation, the handover of wind power works being constructed in Bac Lieu, it is difficult to complete on schedule as committed.
After surveying and listening to the challenges and advantages of enterprises, Chairman of Bac Lieu Provincial People’s Committee suggested the relevant sectors and the investors work closely together to immediately remove the problems. Chairman of Bac Lieu Provincial People’s Committee emphasized: “Regarding the fact that the investors have accepted to spend tens of billions of dong in the context of the COVID-19 epidemic like this, if we neither handed over the premises in time, nor removed the difficulties, then who else would come to us”.
Currently, 10 wind power plant projects are being deployed in Bac Lieu, with a total capacity of 562MW and a total registered investment capital of nearly 1 billion USD. Besides, there are also more than 27 other wind power projects of more than 5,000MW in total being submitted to the national power plan VIII.
In 2020, the Standing Committee of the Provincial Party Committee issued Plan No. 137 “On the energy development of Bac Lieu province to 2030, vision to 2045”. The goal of the plan is to provide enough energy to meet the socio-economic development goals of the province in the period 2021 – 2030. The total capacity of power sources till 2030 will reach about 9,780MW.
