Solar power will follow the bidding mechanism to determine the price

Recently, the Government Office has made an announcement no. 402/TB-VPCP on November 22, 2019, to conclude the Prime Minister’s meeting about the application of solar power price since July 1, 2019.  

Specifically, the price of solar power will be determined based on the bidding plan and will be applied since July 1, 2019, following Decision 11. The new price must comply with certain principles, such as: Only apply the fixed incentive tariff to projects that have signed PPAs (Power Purchase Agreements), been under construction and will be put into operation in the following year.

The remaining projects and those in the future will be bid publicly and competitively to reduce the price of electricity purchased from solar power projects. Particularly, solar power price applied to projects in Ninh Thuan province will continue to be based on Resolution No. 115 / NQ-CP issued by the Government until the province reaches the full capacity of 2,000 MW, or until the end of 2020, depending on whichever comes first.

The Prime Minister requested the Ministry of Industry and Trade coordinate with the Ministry of Finance and Vietnam Electricity Corporation (EVN) to agree on the bidding mechanism for solar power development, and report it to the Prime Minister before December 15, 2019.

At the same time, the Prime Minister also requested, reviewed and agreed on the FIT tariff to apply to rooftop solar power to ensure appropriacy, and to prevent the policy from being taken advantaged of for profit (note more about the maximum scale of capacity to ensure appropriacy…). Agree that the FIT tariff is only applied to projects that have signed PPAs, been under construction, and will be put into operation in 2020.
