Speaking at the forum: “Developing green energy, clean energy, renewable energy in the trend of shifting international investment flows into Vietnam” held on April 20, by Vietnam Clean Energy Magazine. Many experts pointed out that the development of renewable energy sector would not reduce jobs in the traditional energy sector.
With 6 presentations and 30 minutes of discussion, experts from many ministries, departments and non-governmental organizations working on green energy saw very fast changes in the solar power market. However, besides the advantages in developing clean energy, Vietnam still has to face numerous challenges in the sustainable energy transition.
Ms. Nguy Thi Khanh – Executive Director of Green Innovation and Development Center (GreenID) – said that in the “game” of RE transformation, we cannot master the technology, while the capital must be mobilized.
“What do we have? We only have policies like FDI to attract and support capital flows for domestic enterprises.

If we do not take advantage of that strength, there will be many barriers, although the benefits are conspicuous”- Ms. Khanh said, developing renewable energy will not take away the jobs of traditional energy, but create opportunities to make good use of the young population.
Renewable energy – a big game
Mr. Bui Quang Tuan – Associate professor, Ph.D – Director of the Vietnam Economic Institute – said that in order to catch up with swift and clear signals of the renewable energy market, we must play big games.
“In the past, it was possible to fight guerrillas but not now anymore. We must dare to play fair and square, dare to go far. Thinking out of the box, thinking big, deeply integrating. Even small enterprises, if knowing how to coordinate well, they can create a network to go far together”- Mr. Bui Quanh Tuan said.
Mr. Nguyen Ngoc Hung – Department of Energy Economics, Institute of Energy, Ministry of Industry and Trade – proposed to strictly supervise all energy exploitation and production facilities that emit environmental pollution and have sanctions against energy plants violating the regulations, and polluting the environment with emissions amount beyond the permitted level.
At the same time, study and apply financial instruments (taxes, fees, certificates …) to adjust energy
production and consumption behavior and generate revenue for investment in clean energy solutions.
According to Mr. Dinh The Phuc – Director of the Energy Department, State Capital Management Committee at enterprises, the Prime Minister signed Decision No. 538/QD-TTg on April 1, 2021 approving the development strategies of Vietnam Electricity (EVN) to 2030 with vision to 2045. EVN’s viewpoints, goals and development directions have many contents related to renewable energy development as well as economical and efficient use of energy.

Investment in developing the electricity system must be synchronous and reasonable from electricity production – transmission – distribution and trading, capable of integrating renewable energy sources on large-scale and approaching advanced technology to ensure safety, reliability and environmental protection.
At the same time, various economic sectors are encouraged to invest in the energy sector with the focus on renewable energy, clean energy as well as energy saving and energy efficient programs; attracting more foreign capital sources, including preferential official development assistance (ODA), non-preferential ODA, and foreign commercial loans.
