Speaking at the National Online Conference on planning organized by the Government in the morning of August 19, Deputy Prime Minister Le Van Thanh said that the Government has just reviewed the Draft Power Planning VIII, and found that the Power Planning VIII and its revisions exceeded the total power provided in the Draft Power Planning VIII.
Therefore, the Deputy Prime Minister requested the Ministry of Industry and Trade to review and “set aside” a number of power sources that were being proposed in the Power Planning VIII.
Also according to the Deputy Prime Minister’s assessment, the Draft Power Planning VIII distributed electricity among the regions unreasonably, leading to the need to transmit electricity from the South to the North, making investment costs for power transmission system more expensive. Therefore, the Government is also directing the Ministry of Industry and Trade and the relevant agencies to review, and to ensure the transmission is there but to a certain extent.
The source of the Investment Newspaper also said that the Ministry of Industry and Trade is currently reporting to the Prime Minister about suing the Appraisal Council, and asking for opinions from the Council’s members on the content of the Power Planning VIII Project.
In a general statement on the planning issues at the Conference, Deputy Prime Minister Le Van Thanh also said that it is necessary to do the planning cautiously, avoid carelessness due to hurry.
Power planning VIII is one of the very important planning of the nation, which is specially directed by the Prime Minister, including the requirement to “review the content carefully, ensure it is suitable with reality, let national interests come first…, it is necessary to pay attention to research and analyses on electricity prices, the reasonable balance of the structure of power sources (hydroelectricity, thermal power, renewable energy), and ensure the compatibility between the regions to avoid wasting social resources (Notice No. 133/TB-VPCP dated May 29, 2021).
According to the announcement of the conclusion of Deputy Prime Minister Le Van Thanh at the meeting on the National Electricity Development Plan for the period 2021-2030, with vision to 2045 (Power Planning VIII) in mid-July 2021, the Ministry of Industry and Trade has tried to complete Power Planning VIII according to the direction of the Prime Minister mentioned above and the instructions of the Deputy Prime Minister in Document No. 91/TB-VPCP (May 3, 2021).
In order to complete the Power Planning VIII and prepare the report to the Government, Deputy Prime Minister also requested the Ministry of Industry and Trade to closely follow and fully implement the directions of the Prime Minister and Deputy Prime Minister in the above documents.
At the same time, carefully review the current status of power sources, and forecast the electricity demand of the regions (the North, the Central, the South) to supplement planning calculations according to the plans based on the revised Power Planning VII; the region’s highest balance of supply and demand; minimize long-distance transmission, rationally adjust the current power planning schemes, use only the current 500kV power grid linking the North, the Central and the South.
The Ministry of Industry and Trade is also required to conduct a thorough, comprehensive economic and technical analysis of the above planning options to pick out the most optimal plan, in accordance with the direction of the Prime Minister.
In this notice, the Deputy Prime Minister also requested the Ministry of Industry and Trade to pay high attention, direct work for the completion of Power Planning VIII, and promptly report to the Prime Minister.
