Wind power race: 84 projects finished, 62 projects could not sell electricity in the last minute


Out of 146 projects that have PPAs signed with EVN, only 84 projects have timely COD before November 1, while 62 projects have not been able to operate commercially before the FIT price policy expires.

Vietnam Electricity Corporation (EVN) has just reported to the Ministry of Industry and Trade on the COD results of wind power projects by the end of October 31, 2021.

Accordingly, the projects that have reached the deadline on time has been revealed identities with on-shore and off-shore projects spreading from Quang Binh to Ca Mau.

Specifically, the number of projects that have been commercially operated is 84 projects with total capacity of more than 3,980 MW. Among the 84 projects, 15 projects have been partially operated commercially with total capacity of more than 325 MW.

Compared with the number of projects that have PPAs signed with EVN, which is 146 projects with a total capacity of more than 8,170 MW, there are currently 62 projects with a total capacity of over 3,479 MW that have failed to reach the deadline for COD before November 1, 2021.

Thus, the number of wind power projects built and sold to EVN to enjoy FIT prices under Decision 39 is much lower than the number of wind power projects with additional planning (11,800 MW).

According to EVN, the investors have agreed to include in the connection agreement a clause that requires the investors to reduce or stop the plant capacity when there is an overload of the power grid or excessive power, and this requirement is added to all of the PPAs.

According to Decision 39 (expiring after October 31), projects with COD before November 1, 2021 will enjoy the FIT prices at 8.5 cents/kWh (1,927 VND) for on-shore wind power, and at 9.8 cents/kWh (VND 2,223) for offshore wind power in 20 years.

Among the localities implementing wind power projects, Quang Tri is one of the leading provinces in the country in terms of the number of wind power projects being timely for COD, while the project with the largest capacity is the Ea Nam 400 MW wind power project in Dak Lak.

According to the Ministry of Industry and Trade, the ministry will not consider extending or recommending the Government to extend the fixed preferential price (FIT price) for wind power projects COD after October 31.

For projects under construction but affected by COVID-19, the ministry will have a transitional processing mechanism, but not the FIT price, and the projects built after October 31 will be applied with the bidding mechanism.
