Currently, there is a state of transmission line overloading. And if the private sector is entitled to invest in and manage the transmission, will the investors do it?
BOD of Saigon Gia Dinh Electric JSC, Mr. Nguyễn Đức Toàn gave answers when interviewed in the International Conference: “First of all, we have to affirm that there are no investors who want to invest in transmission lines, unless it is necessary for the electric power to be transmitted from the investor’s solar power plant to the grid of EVN, and so is the operation management of the lines. In fact, in many hydropower plants, when investing in plant construction, the investors have to invest in 20-30 km transmission lines, after completion, they only want to hand over the assets that are not capitally refunded to EVN for operation management, which is, however, not approved by EVN either.”
COB Nguyễn Đức Toàn also added, “However, from the perspectives of the investors, we understand that, if it is necessary to share with the electricity industry to put power plants into operation soon for effective development, and if the investment and operation management still bring economic benefits to the investors, then we will be ready to participate in the investment, and the operation management of the above-mentioned transmission lines. Recently, on the National Assembly forum, certain representatives said that the privatization of the investment in 220-500 kV transmission line is against the law. For me, this opinion is too rigid and unrealistic. ”

COB Nguyễn Đức Toàn said, “To me, except for the fact that the State (of which EVN is the representative) has the right to manage the operation, the investment is not necessarily made by the State, by EVN or by the private sector (including foreign countries), as long as the standards of investment and construction comply with the laws and technical standards of the future grid operation managers. On the other hand, there should be no trade-off between the investor’s line investment and other benefits that the investors shall receive when taking charge of the investment. Even if it is, there is only one right that is to transmit all the electric power from their power plants which are connected to the national grid.”
“From the perspective of an investor, I believe that when making proposals to participate in transmission line investment, all of the investors must have their formulas for economic efficiency. And the sharing of investment with the electrical industry in order to figure out good solutions to power transmission for the projects of power plants is crucial. In the current context of Vietnam, this sharing should be encouraged.”
