Wind power racing to get benefits from FIT prices

Many wind farm projects have mobilized thousands of workers and cranes to install wind towers and generate electricity by the end of the preferential prices.

According to Decision 39, the preferential FIT prices for wind power offshore are 9.8 cents per kWh (equivalent to 2,223 VND) and 8.5 cents per kWh (about 1,927 VND) for wind power on-shore. These prices, without VAT, are applied to a part or the whole factory with commercial operation date before November 1, 2021, and would last for 20 years from the date of commercial operation.

In the heat of August, at Hoang Hai wind power site (in Huc commune, Huong Hoa district), more than 800 workers and hundreds of vehicles, machines, and super-heavy cranes were working to install the wind towers. Recently, the project has been racing to finish before the rainy season comes next September.

On a hill behind Huc Commune People’s Committee, workers are operating cranes to install the third part of the tower. In favorable weather conditions, with little wind, it takes 5 to 7 days for one tower to be installed completely. The crane is then disassembled and transported to another tower. On the next hill, an assembled 120m crane is installing the first part of the wind tower.

Mr. Nguyen Van Nghi, Deputy Director of Tai Tam – Hoang Hai Wind Power Project Management Board, said that the project is rapidly transporting equipment and installing to follow up with the schedule. Previously, the project had only 4 cranes, but now there are 4 more to speed up the progress. The two projects Hoang Hai and Tai Tam have 31 wind towers, about 70% of which have been completed with concrete foundations. At the same time, 5 wind towers have been installed completely.

However, this project is facing difficulties in transporting equipment, because some households on road 587, connecting Khe Sanh town to the project area, re-encroached on the roadway to demand compensation. Moreover, some households erected very high bamboo fences, huts and corrugated iron roofs at the bends in order to demand compensation when the van carrying wind turbines passed by, and collided with the above works. Wind towers consist of super-heavy equipment, especially the 74m blades will get entangled with tall buildings and trees on both sides of the road.

“Transporting equipment to the construction site can be installed so that the project can generate commercial electricity before October 31. If the residents are not given reasonable amounts of money, they will not allow the equipment to be transported over their land, even though the equipment is only passed through the air,” Mr. Nghi said.

Mr. Nghi also informed that the project has compensated about 200 billion VND for the residents, and asked the local authorities to assist in clearing the cases of road re-encroachment, and encouraging them to dismantle their entangling works.

Similarly, at Phong Huy and Phong Nguyen wind farm projects, all concrete foundations of towers have been completed, but only 4/24 wind towers have been installed. Mr. Nguyen Ngoc Tien, Director of these two projects, said that he is trying his best to add more workforce for transporting equipment overnight to the construction site for installation. Under the most favorable conditions, it takes 5 to 6 weeks for the project to be completely installed. For Lien Lap wind farm project, 9/12 wind towers have been completed, and the remaining 3 towers are expected to be finished this week.

After the complete installation of the mechanical part, the wind towers need time for foreign experts to calibrate and install before getting tested and generating electricity. Currently, with the complicated situation of Covid-19 and difficult traffic, foreign experts take a long time to travel and isolate. Some wind farm projects in Huong Hoa suggested Quang Tri province allow experts to self-isolate at the project, in order to both prevent the pandemic, and support the project on schedule.

According to Quang Tri Department of Industry and Trade, the province has 29 on-going wind farm projects with a total capacity of 1,117.2MW, and a total investment of more than VND 30,000 billion. It is expected that 16 projects will be able to generate commercial power before October 31 to benefit from the FIT prices.
