Fixing and resupplying electricity after storm No.5 in some Central provinces. This is the information shared by Mr. Nguyễn Thành – Deputy Director, Head of Steering Committee of Natural Disaster Prevention & Control & SAR (Search and Rescue) of Central Power Corporation (EVNCPC) with evn.com.vn on the evening of October 31.
Reporter: Could you tell us how to overcome the incidents happening in the provinces affected by storm No. 5?
Mr. Nguyễn Thành: The arrival of storm No.5 on the night of October 30 had a heavy impact on the electricity grids in the provinces like Binh Dinh, Quang Nam, Quang Ngai, Phu Yen, Gia Lai and Da Nang.
Immediately after the storm was over, from about 4-5 a.m. on October 31, the electricity companies urgently mobilized forces to conduct inventory count and accurate assessment of the damage caused by storm No.5. According to the factual situation, companies have gathered human resources, materials and equipment … to restore the damaged grids.
Because all units had well-prepared the “4-ready” and participated in the Natural Disaster Prevention & Control & SAR in advance, the recovery of the grid was quickly and methodically implemented.
Particularly for Binh Dinh – the severely affected area by storm No. 5, the Steering Committee of Natural Disaster Prevention & Control & SAR directly came to the scene to conduct the repair of the electrical grid. Central Power Corporation mobilized the assault force with “warlike” electricians from Khanh Hoa Power JSC, and Electric Service Company to support on the morning of October 31.
In addition, Phu Yen Power Company (PC), after completing the task of restoring the grid in the home province, also mobilized its forces to support Binh Dinh PC. Thanks to the strengthening of forces and equipment, the task was carried out effectively.
What is the most difficult problem in repairing the electric system after storm No. 5, sir?
– At present, some areas in Tuy Phuoc district, Binh Dinh province are so heavily inundated that we are unable approach. Only with the new sprint can we fix the problem, and resupply electrical power. Besides, in some areas, there is still such heavy rain that the working progress of the electricians is affected.
During the storm, it is very important to ensure electricity safety for the residents. How has the corporation implemented the solutions to solve the problem, sir?
– Before the rainy season, EVNCPC’s power companies had propagated electricity safety through various forms such as: Hanging panels, distributing leaflets, radio, mass media, …, in order to raise people’s awareness about electricity safety.
Currently, due to the impact of the storm, some household electric systems are affected, causing the risk of unsafety. The electric workers of PCs have come directly to the customers’ homes to assist them in checking the electrical systems before turning on the electricity again to ensure safety at the highest level.
In your estimation, when will EVNCPC complete fixing the problem of resupplying power to the residents in the affected areas, sir?
– We are now in control of the situation to respond to storm No. 5. At 12:00 pm on October 31, all of the 110 kV substations operated by EVNCPC were resupplied with electricity.
In many provinces like Khanh Hoa and Da Nang, EVNCPC’s PCs have provided electricity to 100% of the customers. Quang Nam and Quang Ngai PCs have also basically completed resupplying electricity.
In the areas still existing the problems of grid caused by the storm, we are working to overcome them regardless of day and night. By November 1, EVNCPC will complete the restoration of the electrical grid and resupplying electricity to the customers.

Due to the impact of storm No. 5, in An Nhon (Binh Dinh), there were strong winds of level 9, gusting at level 11, and storm reaching level 3. Therefore, it had directly affected Binh Dinh people and their property. The electrical grid and telecommunication system in the province was partially paralyzed, which directly affected the power generation of Fujiwara Power Plant on October 31, 2019.
Fujiwara Binh Dinh solar power plant tackles the problem after the storm.
The factory is located on the slope of Phuong Mai Mountain, which is the first place that the storm center would arrive; however, it is lucky that the damage to the plant after the storm is negligible. According to the initial statistics on a total of 151,000 solar panels, the whole plant had about 142 panels that were blown out of position by the tornado. And, about 40 of them were completely broken and unusable. That was the factual record of the scene of Saigon Gia Dinh Electric JSC on the afternoon of October 31, 2019.
According to the current calculations, the damage to Fujiwara Binh Dinh solar power plant is less than 1%. With this result, Saigon Gia Dinh Electric JSC is very happy but not subjective. Also during the storm, Mr. Nguyễn Đức Toàn – COB of Saigon Gia Dinh Electric JSC came with his fellows to run the factory, and encouraged them to have preventive measures against the storm.
