{"id":3426,"date":"2019-12-04T02:05:06","date_gmt":"2019-12-04T02:05:06","guid":{"rendered":"https:\/\/ehcmc.com.vn\/?p=3426"},"modified":"2020-07-24T07:22:52","modified_gmt":"2020-07-24T07:22:52","slug":"for-the-sustainable-development-of-vietnam-renewable-energy","status":"publish","type":"post","link":"https:\/\/ehcmc.com.vn\/en\/for-the-sustainable-development-of-vietnam-renewable-energy\/","title":{"rendered":"For the sustainable development of Vietnam Renewabe Energy"},"content":{"rendered":"\n<p><em>In order to clear the bottlenecks,\u00a0hot issues about <a rel=\"noreferrer noopener\" aria-label=\" (m\u1edf trong tab m\u1edbi)\" href=\"https:\/\/ehcmc.com.vn\/nang-luong-viet-nam\/\" target=\"_blank\">organizing solar power bidding\u00a0<\/a>were raised at the conference &#8220;Renewable Energy (RE) in Vietnam &#8211; From policy to practice&#8221; on November 27, in Hanoi.\u00a0The conference was co-organized by the Ministry of Industry and Trade, Energy Association, VTV24 News Center (Vietnam Television Station Office) and TAJ Vietnam Communications Co., Ltd.\u00a0\u00a0<\/em><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Clearing bottlenecks for RE <\/h4>\n\n\n\n<p>By June 2019, the whole country had got 98\nRE projects with a total capacity of 4,880MW put into operation, accounting for\nnearly 9% of the country&#8217;s total electricity capacity. There are 89 solar power\nplants with a total capacity of nearly 4,440MW.&nbsp;This figure has reached\nfar beyond expectation about the revised PDP VII (only 850MW of solar power).<\/p>\n\n\n\n<p>Worth mentioning, most of the solar power\nprojects were put into operation in April &#8211; June 2019 with a total capacity of\nnearly 4,000MW and mass concentrated in the provinces of Ninh Thuan and Binh\nThuan.&nbsp;The overgrowth of RE projects has led to the overload of the\ntransmission grid.<\/p>\n\n\n\n<p>Currently, EVN has mobilized the maximum generation capacity of 79\/98 RE plants (with a total capacity of nearly 4,200MW, accounting for 86% of the total capacity of RE sources). 19 factories in Ninh Thuan province and Binh Thuan province with a total capacity of nearly 670MW must apply the generation capacity limits.&nbsp;The reason is that these 19 projects are connected on the 110kV single circuit transmission line of Thap Cham &#8211; Phan Ri &#8211; Dai Ninh (the maximum clearance capacity is nearly 230MW, equal to 35% of the installation capacity of the projects).<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ehcmc.com.vn\/wp-content\/uploads\/2019\/12\/HoithaoNLTT2711191-869x600.jpg\" alt=\"Th\u00e1o g\u1ee1 \u0111i\u1ec3m ngh\u1ebdn c\u1ee7a n\u0103ng l\u01b0\u1ee3ng t\u00e1i t\u1ea1o Vi\u1ec7t Nam\" class=\"wp-image-2069\" \/><figcaption> Clearing bottlenecks for solar power in Vietnam<\/figcaption><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\">At the conference, many experts said that the underlying cause of the &#8220;bottleneck&#8221; lied in the planning.<\/h4>\n\n\n\n<p>According to economist V\u0169 \u0110\u00ecnh \u00c1nh, in\njust a few months, solar power planning was broken.&nbsp;For knowing when to\nget discount prices, the investors mass deployed.&nbsp;Electrical construction\nplanning in general and solar energy in particular must have synchronization in\npower generation &#8211; transmission &#8211; distribution.&nbsp;Especially, solar power\nplanning must be linked to land planning and capital planning. National\nplanning and provincial planning must be aranged in levels of construction and\nimplementation.&nbsp;&#8220;It is not only to make requests when things get hard,\nit must be solved based on the laws&#8221;, said Mr. V\u0169 \u0110\u00ecnh \u00c1nh.<\/p>\n\n\n\n<p>Mr. Nguy\u1ec5n Tu\u1ea5n Anh \u2013 Planning manager of\nElectricity and Renewable Energy (RE) Department of the Ministry of Industry\nand Trade said that in order to release RE capacity, the Ministry of Industry\nand Trade supported the private sector to invest in the transmission grid by 2\nways: First, private investors of power plants come to the connection\npoint.&nbsp;In this case, according to the law, the investors and the\nelectricity industry will agree on the scope of investment and operation\nmanagement.&nbsp;Secondly, in terms of transmission grid investment, it is\nstated in the Electricity Law that in the case of the state\u2019s monopoly on\ntransmission, it must be clarified if the monopoly is also on investment or\nonly on management operation.&nbsp;Here, the Ministry of Industry and Trade\nproposed to explain in the direction of monopoly on management operation, while\ninvestment is still allowed to be socialized.<\/p>\n\n\n\n<p>According to Mr. Tomaso Andreatta &#8211; Vice\nPresident of EuroCham, the outstanding result of RE investment is great but not\na long-term solution.&nbsp;Vietnam is being the country that consumes the most energy\nper unit of product in the world.&nbsp;Therefore, it is necessary to take into\naccount the effective solutions to energy management.<\/p>\n\n\n\n<p>Speaking at the conference, Mr. Nguy\u1ec5n\nT\u00e0i Anh \u2013 Deputy Director of EVN shared that in order to promptly release RE\ncapacity, EVN proposed to the Prime Minister and the Ministry of Industry and\nTrade to add planning to transmission grid projects.&nbsp;Right after the Prime\nMinister and the Ministry of Industry and Trade approved, EVN focused all\nresources to deploy. So far, many projects have reached and exceeded the schedule.&nbsp;At\nthe same time, the corporation also actively organized working sessions with\nthe People&#8217;s Committees of Ninh Thuan province and Binh Thuan province, together\nwith the investors to find out the solutions.<\/p>\n\n\n\n<p>Currently, EVN has been making efforts to\ncomplete power grid projects that were added with planning by June 2020.&nbsp;At\nthe same time, in October 2019, the Corporation also proposed the Government to\nadd two projects to planning in an effort to release all the capacity of RE\nprojects that had been put into operation before June 30, 2019.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Solar power bidding: It is necessary to screen the participants in the bidding<\/h4>\n\n\n\n<p>Regarding the bidding for solar power\nprojects, Mr. Oliver Behrend &#8211; a senior expert from the World Bank said that it\nwas important to have a good process of screening the participants of the\nbidding, and contract framework and mechanisms to mobilize finance &#8230;<\/p>\n\n\n\n<p>And Ms. Hyunjung Le, senior energy\neconomist from the Southeast Asia Department of the Asian Development Bank (the\nunit has just conducted a successful bid for solar power project in Cambodia),\nshared her opinion that in order to have a successful bid, preparation is\nrequired, including the methods, the process of how to achieve the best\nresults, how to attract the greatest number of participants from the private\nsector so that the country can get the best price for solar power &#8230;<\/p>\n\n\n\n<p>Mr. \u0110\u1ed7 \u0110\u1ee9c Qu\u00e2n &#8211; Deputy Director of\nElectricity and RE Department (Ministry of Industry and Trade) affirmed that\nbidding is the form to ensure publicity and transparency, and attract all\neconomic sectors to participate.&nbsp;There are 2 bidding options: Firstly,\nbidding by substation (for example, this area has a substation with enough\npower to transmit capacity, and to bid around that area for \u200b\u200blow-cost projects\nto ensure the capacity scale).&nbsp;Secondly, release clean premises to welcome\nthe investors.<\/p>\n\n\n\n<p>Currently, the Ministry of Industry and Trade is cooperating with international organizations to develop processes, procedures, etc. to accelerate the bidding process for&nbsp;<a href=\"https:\/\/www.facebook.com\/ehcmc.com.vn\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (m\u1edf trong tab m\u1edbi)\">solar power projects<\/a>.
